To the losers go the spoils-at least when it comes to speechmaking. Barbara Bush last week signed up with the prestigious Harry Walker Agency at $40,000 a pop. Mrs. Bush also left Washing-ton with a $2.2 million deal for her memoirs. The book, scheduled from Macmillan in 1994, will cover her life from childhood to the White House. George Bush, worried about appearing to be a presidential buck-raker, will wait awhile before hitting the speech circuit. Friends say he wants to separate himself from Ronald Reagan, who was criticized for accepting a $2 million speaking fee from the Japanese just months after leaving office. He'll also postpone a trip to Kuwait until next year.
