It is a sad day when our actions have made Iraqis feel that they were better off under Saddam's repressive regime. Due to brutal violence that the aftermath of war has brought, Iraqis have lost even the most basic of their freedoms, to move freely on their own streets.

Loss of basic utilities and freedom, that is not what we had promised the Iraqi people. That is not what they cheered us for.
