As far as promoting 50% reduction in GHG emissions by 2050..... that goal is so far away that it really does not matter. Does this mean 20 more years of emissions increases, then a cut back? We need a timeline, with binding global reductions that start out slowly with further reductions in the middle, and then slower reductions towards the end: As we start using current technology to eliminate the "low-hanging fruit," we can start eliminating some of the GHG emissions growth. Then as this technology becomes less expensive and newer technology comes online, more emissions can be eliminated faster (thus the steep decline, say from 2020-2030), and then towards the end (2040-2050), the tougher sources can be eliminated.
Setting one goal out 42 years will achieve absolutely nothing besides making the politicians look good, and even a that, it fails.
