Sounds to me more like a parental and citizen problem then a legal problem. Sure if the buttex or genitals or even skin areas are exposed then its a legal issue.
Right now its a fashion issue and should be delt with by parents and concerned citizens. Even Schools can deal with it in their dress code.

BINGO!!! You nailed it. However, in the day and age of parents NOT parenting, what are you supposed to do? In fact, maybe the police should arrest (or at least fine) the parents for neglect as opposed to the kids that are just stupid enough to want to look like slobs. I still don't want to see it, and I have rights as well.
I am a Criminal Justice major. If these kids knew where this came from trust me I think they would have a second thought about it. Sagging was orginally used in the prison system. It meant that you were available for male on male sex. I live just outside of Flint, I applaud the new chief ( who I don't like! ). This is one area in which I totally agree with him.
If you saw a man walking down the street in just his underwear, you would be yanking your kids inside the house and want him labeled as a sex offender. What is the difference? Underwear was made to be worn under your clothes hence the name underwear.
Although I don't like the look myself,all of you compaining should look back at your high school yearbook before you go and criminalize clothing. Remember hip huggers, micro-minis, jeans so tight you had to lie down just to zip them up. Young people will always rebel against what all us old farts want - it's the nature of youth to disagree. Guess what we grew up, got a job and put our teen clothes in the Goodwill box. Worry about what really is a problem for our young people: college that is too expensive to attain, a job market that has people in their 40's taking the positions traditionally held by younger people, and a culture that expects perfection without giving anyone the support they need to get there. I see a lot of articles on sagging, not so many on our daughters dressing like whores, but I guess the male Police chief of Flint doesn't find half naked young women so offensive.

I dislike sagging because of the slovenly, lazy, dirty image it projects. Whether or not the individual sagger fits this image, first impressions are hard to erase. I also dislike seeing a 300 pound woman in stretch pants. disgusting, but not illegal. peer pressure, not legal pressure should be brought to bear of these people. How much of the police department budget is allocated to the housing, feeding, and public defending of these people? The taxpayers of Flint deserve more bang for there police department buck.
If we're going to act as fashion police, why not go after the women who wear tops way to tight or have muffin tops? They should get double citation for wearing low waist jeans with a tight top that muffined. Or how about the tacky thongs? Next we will after the poor folks for not wearing designer wear or cheap imitations or knock-offs. Let's go after the ones who wear flip-flops. We'd do them a favor since those poor subsitutes for footwear are really bad for their feet.
I really can't see how this can float since the typical US resident is overweight. Aren't you forced to sag because the waist band of pants rests more comfortably below the belly? If cops are going after people of color, why not distribute the "profiling" by going after the fat people who are forced to sag?

The statement it says to me is "I am a thug and I will be in prison someday". I have actualle seen grown men with their entire underwear showing. I saw a man walking down the street sagging and he had no underwear...I can only assume that was for other reasons. BOys walk around school holding on to their pants...it looks like they are holding themselves. It is a horibble, stupid, ugly, ridiculous way to wear your clothes, but people claim it is self-expression and fashion. I think it just shows how low-class and unintelligent people are. NO ONE WANTS TO SEE YOUR UNDERWEAR YOU LOWLIFES.
They NEVER said "people of color", they said anybody (male, female, black, white, asian, etc) who is "sagging". I do agree about people who do not dress appropriately for their weight though. That is just as sloppy and disgusting as sagging.

I don't like the style personally, but this "law" sets a dangerous precedent. If some people in power just "don't like" something and can pass laws as they please, soon you've lost the basics of American freedom. Part of being free is tolerating things you don't necessarily like or understand. Otherwise you start to lose things like art, music, certain books, the list goes on and on. Just look at the Taliban. Let 'em be.

It's about time that someone became brave enough to say what's too much. The idea of seeing butt cracks in public places just shows how far our young people have fallen in their self esteme and how they don't care what they show to the general public. This unfortunate trend is homage to being in the prison system. I used to work at an acute care psychiatric hospital on the locked ward and on the detox unit. Patients were not allowed to have belts, ropes, etc... due to using them as weapons or for suicide (hanging). As such, a good portion of them spent their time slouching around with their pants "sagging". Anyone who thinks this is a cool trend or something to be emulated is an idiot. Last time I checked, there's nothing cool or hip about being a social deviant... Unless you're on a MTV reality show that is, and are ready to whore yourself out to the public for your 15 minutes.
This is pathetic. I hate how people can just decide they dont like something and make it illegial. Seeing someone's boxer shorts is not nearly as immoral as seeing what girls wear these days, and I don't care to make that illegial. Sure, some people might not want to see that, but I dont want to have to look at ugly people so should we ban them? If anything, we should ban obese people from wearing spandex. Oh wait, freedom of expression is a good thing, even if it doesn't agree with our personal style...Too bad Flint is too close minded to see that. It's a sad day in this nation when the police can tell you how to dress...
I wish we could make everyone go back to how we dressed in the 50's. Everyone looked nice when out in public, men wore a tucked in shirt, even a hat. Women wore a dress, gloves, a hat. We are now a nation of slobs, going out in flip flops, sweat pants, low pants showing muffing tops or sagging pants just looking plain ignorant.
