"Foreign students it hosts"? "Foreign academic programs also operate there"? Way to be detailed, Newsweek. So, who is "hosting" foreign students? Is this institutions of high education specifically? If not, I think it's difficult to tie the effect of, say, increasing high school exchange students to whether or not China will challenge the traditional academic hubs. And "foreign academic programs"--do these count the plethora of barely developed "study abroad" programs that have just popped up or are these certified programs of established universities?
