Why are they terrorists? They are fighting a foreign occupying force in their neighboring country.

Main reason for terrorism is that people take action themselves because they do not have a government that represents them. In Saudi Arabia, the government answer to America, not their own people, in Iraq the government answered to America, not their own people. Here is a scenario: after the collapse of the US economy China would help the US financially and in return ask for military bases in United States to protect their investment. American politicians who want to make it needs the blessing of China and obey them otherwise China wont keep financing the US.
