Let's get real, here. The complaint these people seem to have, is that , when the airport was built, they were promised a bridge that was never built. It would be there 24/7, in any weather, which is pretty chancy aroung Ketchikan. They don'[t just want an easy run to the airport, though I certainly would; they want someplace to grow. Remember that this city was begun when the only way in or out of Alaska was by sea, and fishing was a major imeans of survival. They aren't demanding so much in a time when a Congressman can demand that the DOD perform a study of whther or not the Aurora Borealis could be used as an energy source!
