The author is not rejoicing. He's merely pointing out the differences between state-controlled vs open markets. If Russia decides to abandon open market ideals for totalitarian control, Russia is doomed to fail in the long run. The author is doing Russia a huge favor with this article.
As for Russia's economy being more stable than America's, well it depends. The world trusts America much more than it trusts Russia. US economy also does not depend on oil. So essentially, the US is stronger economically.
Russian economy is much more stable than the American. The fundamentals are good and there recession (unlike in States) is unlikely.
But the whole attitude of the author and the journal is disturbing: the neighbour's cow just died, why don't celebrate?
Next time airplanes will fall on Manhatten I'll probably throw a huge party.
