The people living in these trailers are irresponsible at best. They are crowding themselves into trailers, letting friends live in them who aren't supposed to be there.
Also, trailers require more care than an apartment because they are naturally more prone to becoming unhealthy. You have to clean trailers more than homes and people don't do this.
Also, people are lying about who they are, what they're doing in a trailer, how they got in the trailer, when they left the trailer, etc. They also aren't reporting trailers for pickup, so they leave the trailer there, and someone who doesn't belong in it moves in.
The trailers aren't designed for extended stay periods. A lot of the trailers are equivalent to travel trailers and require extra maintenance and inspection if you intend to live in them for extended periods. For the reasons listed above Fema simply doesn't have the information required to find and inspect these trailers and keep them maintained.
The problem lies with the people in the trailer, not with the government. The government has no obligation to ensure the health of people breaking the law. Unfortunately, the children always are the first to suffer. The government isn't turning its back on these people; there's just no adequate way to assess the situation, especially when the state of Louisiana is helping hide these people.
