    And to think that so many American companies want to offshore their data and business processing to a country that cannot maintain any semblance of internal security? The US may have its economy in shambles, but let's not add insult to injury by continuing the mass migration of good paying jobs from the States to some thrid (yes, I said it, THIRD) world country.

      All offshore companies work on servers based in US.. so data is saved and backed up as if someone is working on US soil.. so that point is unvalid..and watch the 1993 WTC movie and 911 tapes and you wil feel no difference in THIRD world and US.. I think you will be ashamed how those morons ( terrorists) were able to get away with whatever they got away with 1993 WTC and 911.. SS Cole etc etc

    The problem of non-existent security is Pakistani-Indian, not just Pakistani or Indian! Pakistan is responsible for harboring terrorist groups and preventing the U.S. from helping out to weed out these thugs! Pakistan is guilty as hell in this respect. India, on the other hand, should have been able to protect its coastline from foreign vessels! The country is wealthy enough to set observation posts! In conclusion, we are dealing with remarkably disorganized and stubborn bunch of people who are not ready to be sovereign! And just think, both have nuclear weapons. Would you give nuvlear weapons to children? I would not! Yet these two have them!

    Why is it that everytime something goes wrong in India, indian government has to pin point Pakistan for it. Please people grow the hell up. Pakistan already has its own interior problems, like Balochistan, sindh, terrorist entering from Afghanistan and calling themselves pakistanis. Are you going to blame Marriot hotel in Islamabad's bomb blast on Pakistan too. If there is anyone to blame is the government of these countries. Lets stop blaming others for your own mishaps.

    If India spent half as much t time and energy reforming its dysfunctional intelligence and other agencies as it does blaming Pakistan then perhaps we might not have witnessed the sort of bloodshed we did in Mumbai. Terrorist outfits are not state run enterprises that enjoy the patronage of a government, or its armed forces. Although, of course, differences can blur when it comes to India. After all, the massacre of more than a thousand Muslims in the province of Gujarat in 2002 had all the blessings of the chief minister of the state, who, instead of being brought to justice, has ironically since consolidated his hold on power.

    It seems remarkable that India that spends so much energy vilifying its neighbor and fashioning itself as the new superpower has a police, military and intelligence structure so much in disarray. If indeed the country is such a powerhouse, then surely it can do something about these attacks whose frequency keeps escalating. Perhaps it could employ its resources to recruit some of its 41% or so of those living below the poverty line and train them to prevent such attacks in future? Or perhaps it could just demand it police/military/ intelligence officials to start delivering.

    But then again why should it? After all, it has such convenient scapegoats to deflect criticism from its inability to safeguard its citizens' lives.

    Sadly, some things never change.

    All this talk about "failure of government" is pure crap. The Indian government didn't do this, a pack of whackjobs did. To demand that the government always be on a hair-trigger with respect to terrorism demands that you live with a constant fortress mentality, and that means the terrorists have won.

    The Indian government isn't reponsible for this attack, any more than Britain was responsible for the subway attack, Spain for the train station attack, or America for the WTC attack. In all of the above cases, groups of criminals were responsible. To say otherwise is to legitimize terrorism.

    It is imperative to ascertain the seriousness of Pakistan's much hyped offer to India to co-operate fully in eliminating the scourge of terrorism. There is a quick way to determine this. Let Pakistan extradite Dawood Ibrahim the mafia don behind the 1993 Bomb blasts in Mumbai and most likely the person who provided logistical support for the latest attack on Mumbai. One must remember that Dawood is a known Smuggler who used to operate out of Mumbai and is very familiar with the sea routes in and out of Mumbai and the Konkan Coast. Pakistan's denial in the past that Dawood does not live in Pakistan inspite of his conspicious presence in Karachi is incredible.

    I absolutely agree with the author that the Indian govenment has failed misrably to stem the tide of acts of terror. And there is an URGENT need to overhaul its security apparatus. Indians need to distract themselves from blaming poor Pakistan all the time and instead press their government and other equally incompetent state run agencies for some much needed reform.

    Please dont talk on any issue other than the recent terrorist activity in Mumbai. The world in one voice should comdemn the terrorist for their heinous act. What was the fault of the innocent people in the Taj, Oberoi Trident and in the vicinity? Who were the people responsible for this gusty killings? The world should come together and investigate about their identity, motive, who were supporting them, etc? From the media it came out that the Anti Terror Sqad Chief of Moharashtra had successfully completed investigation of couple of high profile terror incidents and brought to book some high profile fundamentalist Hindu bigots and also serving members from the Indian defence force. The case is under trial. Unfortunately the Anti Terror Squad Chief was one of the victim in the recent tragic Mumbai killing. The world powers should work closely with the Indian Government to help complete the investigation and bring the heinous people to justice to make the world peaceful.

    India Government should STOP supporting and traiining secretly to those Nationalist Terrorist againt the Will of Freedom people and democracy ,by Stopping to incites fighting for Kashmir nationalist separatist up-north againt its neighbour Pakistan and and south Tamil Tiger againt Sri Lanka .Its understandable, why India frustation of both situations, the Pakistan Independence in 1947 and "Ceylon" Sri Lanka independence that , was once belongs to India territory but to resort through Terrorist Resort ideology is not an answer to the World stability.

    India needs to learn from USA and Israel. The tragedy is that for far too long Indian politicians have been sleeping (heaven knows with whom). The problem is compounded by the third-rate, incompetent and an
    inept polity. The Home minister is one of the most third-rate politicians in India today. The Congress government has for far too long appeased the minority community for votes. The need of the hour is to declare an Internal emergency and to invoke stringent laws such as POTA (Prevention of Terrorist Activities Act) and TADA (Terrorist and Disruptive Activities Act). In addition, the indian governmet needs to completely freeze on all diplomatic relations with Pakistan - from where most of the terrorists have originated in the world.

    Time has come to act really tough with the enemy and to learn a lesson from the great success of USA and Israel in countering terrorists.

    Americans as just as lethargic as Indikan officials when it comes to Iran and nuclear bomb manufacturing. So are Europeans, who have forgotten what happened in Munich when Chamberlain did not pay attention to Hitler's threats. Iran builds its bombs and the West does nothing. When a major city is destroyed, newspeople will write articles like this one, saying we were lethargic...

    I was reading all the interesting comments to this good article. As a citizen of India I wish to provide a different perspective. The current ruling Congress party is so focussed on the Muslim votes that they are not even prepared to use the term "Islamic terrorists" in fear of offending SOME Muslims. So the most easy way out is to blame it on the government across the border. Many Muslims in India are Moderate and there is no direct or inderect law or otherwise that prohibits them. Examples are our former President (Abdul Kalam) who was India's Missile architect and the defence point person of then pro-hindu party, the BJP. It was also the BJP who nominated him to be the President. Their basic problems lies in their families themselves. I have lot of Muslim friends and some of what I found is the fact that most girls in the family are not allowed to pursue higher education. I know some in the family who got their girls married at their age of 16. In other words lots of them remain withdrawn from mainstream. Yes there are incidents of anti-Muslim rhetoric which needs to be addressed but acts like the Mumbai tragedy do not help. A big mistake on some of the Hindu's part was the destruction of the insignificant (not actively visited) 17th century mosque. Hindu's and Mulim's in India will have to remember how they jointly fought and won the first war of Indian independence in 1857 against the British, brief though it may be. Muslims do follow their religious leaders and it will help if all their Imams in India issue a joint fatwa against terrorism and anybody who sympathises with it.

I wish that American media sources were as quick to condemn our own bureaucracy. For example, I have yet to read the note which Condoleeza Rice tendered to George Bush which anticipated 911 attacks. Not one person was held accountable. No one even asked Ms. Rice, "why wasn't anything done?".

    Blaming Pakistan or worse Indian Muslim community would not do. It never has. It is high time India got its act together and shaped up its intelligence agencies that have repeatedly failed to thwart a terrorist attack. India needs to take a leaf out of America's book. When we were attacked, we did not sit back, appeasing ouselves with imaginary blame games. We aggressively went after the perpetrators and took stringent measures to monitor threat levels. India could do the same.

      Now that India has solid proor that the Pakistan Navy had trained these terrorists not by the Pakistan civilian government which no control over its arm forces which is also known by the Americans. What dose one do now? The answer is the UN. and America should put presure on Pakistan government to alow American and UN. military and arm forces to fight terrorists in Pakistan soil because the world knows the terrorists training camp are there. If Pakistan refuses it proves that they are involed with terrorists.

      They had 'intelligence", repeatedly from coastguard even. Even couple of months ago. Problem is in the grass root level. How can you do anything in a city where the local Police is inactive and will not respond to alerts by fisher men who saw these militants landing. Also they have recieved immense help from their brother foot soldiers in India. Unfortunatey India is a secular country and cannot blame their own Muslims, so they blame Pakistan. Pakistan govt may not even know what their ISI is involved in. Look at the timing, Sardari has not probably got any controll yet while there must be people placed already running these projects.

    This is very disturbing article. Apparently, India failed to anticipate. The Security cannot be just re-active. It has to be alert, pro-active, and simulate "what ifs". The cops hired by nepotism from low class are more interested in making money more than making good of their jobs by executing their duties.
