The raning of presidents and other leaders is often based more on ideology than facts. For instance, modern historians love to downgrade Churchill for his lack of support for womens rights and at the same time give FDR a pass for putting the Japanese in camps and growing government. They love to blather about FDR's virtues and overlook those of Washington. Many point out that Washington didn't do much in office. Of course this is laughable because during his presidency everything about the country was new. These same historians compare Clinton to Jefferson and have already made up therir minds about Bush.
