Some U.S. officials, as well as Pakistani officials close to Zardari and his current civilian government, believe that elements in S Wing are encouraging militants like Mehsud to launch attacks against high-profile targets inside Pakistan, including police targets, in order to destabilize both Zardari's regime and the state's security apparatus. Because they still believe Pakistan is the hideout for Osama bin Laden and what's left of his Al Qaeda high command and the principal training ground for international jihadists of assorted nationalities, American officials say they will always be concerned about threats from commanders like Mehsud, even if they don't really believe he presently has any capability to carry out an attack inside the United States.
