    What is "Compact city"?

Do you know word "Compact city"?

This is an idea that starts effectively using the central area of Tokyo (waiting inside) without expanding without order the urban area, and making the entire city compact.

Recently, the region where the overexploitation of disorder is done has increased around the suburban area.
The housing lot making moth-eaten extends, and development from which the convenience of the formation of the street and the connection of the road is not so considered is not a little (This is said, "Sprawl") in no plastic operation land.

Moreover, life becomes inconvenient when the commercial establishment to suburbs and the branch shop and the maintenance such as communal facilities and the hospitals come one after another, and there is no car for commodious premises, and the number also of cases where the foot becomes it according to becoming distant, so-called the shutter, due to the shortage of congestion and the parking lot etc. with a narrow road has increased in a shopping street from of old.

The following problems have come to light like this by make to suburbs advancing.
???Inconvenient society that becomes hollow for "Transportation disadvantaged people" such as senior citizens to whom transportation was limited downtown, and depended on car in excess
???Cityscape of disorder by suburban development and anxiety to nature and environmental problems
???Increase of investment in public works and running costs such as road and upper and lower water service by development that is not bounds

In the idea of these problems, the conception "Compact city" arose.

The achievement of a compact city produces the environment of which the living space is the range where it can move by on foot and bicycle with the control of making to suburbs and the sprawl of the city, and keeping the scale of the urbanization small.
For instance, the office comes to be able to be able to ease the congestion of commuting that depends especially become near (employment living adjacent), and walks by people who do not use the private car of the senior citizen etc. easily and to use the shopping street and a public public interest facilities with the dwelling.

Moreover, it leads to effective use of land in waiting that has been left without being used, and it leads to the maintenance of the green space and the farmland in suburbs by controlling the overexploitation if the city becomes compact. In addition, the economic exchange activity becomes active by concentrating various functions on the central portion of the city, and the activation of the downtown can be expected.

It will be able to be said that the aspect of this "Compact city" becomes very important when the less children and aging society will be received in the future.

It asks surrounding people for the shift to the railway recently. It is because it knew word "Peak oil" though written before.
The oil production in the world is facing the peak.
???The human race is the one that the oil production becomes a peak at latest in ten in 2005.
Production faces a decrease around in passing the half of reserves ,in a word, the peak naturally when a new oilfield is found and it digs up oil. Therefore, it comes to be costly to catch the same amount of oil more. Geologist [haba-to] in the United States forecasts, that the oil production of the United States will peak in 1970 in 1956, and it is understood that it was correct in the 80's. And, the United States becomes an importing country from the oil exporting country, and the half of the consumption of oil in 2000 is due to the import.

The reserve-production ratio is estimated to be 43 another years forecasting from crude oil deposits. This is not however simple. Because oil is used from the cheap one of the mining cost with shallow depth, the oil not caught easily remains. It comes to cost more costs to the oil production in the future to have exceeded the peak.

There is no what we can do this year when the quantity consumed of energy is decreased. Life changes in dramatic form when oil begins to soar. The airplane becomes a far-off vehicle, and the car will become similar, too. However, the society that builds transport links with the railway and the bicycle will end comparatively because of a little influence. The reason for the transport efficiency is that it is high for a long time compared with the airplane and the car though the railway that runs on electricity also consumes the oil fuel.

When the railway in the United States was examined the other day, interesting information on Amtrak was found.

Amtrak began operating all over the U.S. as a long distance traveler train in 1971. It has a hard time in the budget acquisition every year because of the continuation of the deficit, and the U.S. media report being about to say that it is a ringleader of fiscal deficit to put out the state subsidy to Amtrak for a long time. However, it is an actual expressway and an Airlines industry that has received enormous amount of subsidy by the insignificant one like the subsidy etc. to Amtrak. A traffic base in the United States became the car and an airplane in a word because not the one by the principle of a free competition but the U.S. government has supported the finance of enormous amount for a long term for the car and the Airlines industry.

Japan should do the shift from the policy that cannot be continued to the railway if not greatly depending on oil at the car center before it becomes too late.

Will everyone please stop repeating the very inaccurate statement that the Kyoto Protocol "expires in 2012"? Unfortunately, it is being repeated not only by editors and reporters, but even by climate activists -- and it is point blank wrong. Here's why: the ONLY thing about the Kyoto Protocol that expires in 2012 is the FIRST "commitment period", the 5-year period (2008-2012) for which the signatories made commitments to reduce greenhouse gases. The climate talks going on right now in Bonn involve a number of issues and objectives, one of which is to determine the parameters for the SECOND commitment period (2013-2017).

Yes, the Kyoto Protocol is alive and well and will likely stay that way, albeit with some amendments to improve it. This is not to say that the climate talks might not ALSO produce an additional protocol or treaty, or even perhaps one that incorporates many of the features ot the Kyoto Protocol. Only time will tell.

But when one factors in the enormous amount of time typically needed for signing, ratifying and implementing (through national legislation) a new protocol or treaty, it seems painfully clear that -- at a minimum -- Kyoto will need to stay in place at least for some years to come in order to avoid an international policy gap.

Decisionmakers would do well to begin now to manage expectations about what can be accomplished at Copenhagen. And that will necessarily include an attitude adjustment towards the Kyoto Protocol so that it ceases to be seen as the "K-word" and instead is regarded as the useful tool that it is -- a key tool that must be utilized and respected at least until another international instrument comes into force.

Everyone excited about a new climate protocol or treaty should acknowledge the fact the process by which a new international agreement comes into force is one that takes years -- not months. It is sobering -- but necessary -- to recall that although the Kyoto Protocol was signed in 1997, it only came into force when a sufficient number of countries had ratified it.

Given this situation, it may well be that when all is said and done at Copenhagen, one of the accomplishments will have been putting the "key" back in Kyoto....

This is a sham. Ratcheting up energy costs will only achieve one thing; accelerate the outsourcing of manufacturing to countries that don't believe co2 is a problem. The list of those countries is long and growing. Canada, Russia, Japan, India, China. They have all studied co2 closely and concluded it is not contributing to climate change. They will gladly accept the manufacturing jobs we don't want.

With the fiscal stimulus money around, the new summit would be a fantastic opportunity to get the green economy going, but we need to think what happens after the money is spent. What will keep the green jobs around. Without sustained demand and markets for green goods, a lot of the investment will die out. The investment must come within a broader plan.

Mark C. Henderson developed a green structural strategy that would sustain and grow demand for environmental goods on a continuous basis, keeping jobs around. It has a carbon emission component that would be more powerful than cap-and-trade. Details are available at
