One way to possibly address "...the graver shortfall, which is for better thinking about the arts..." might be to have someone at the cabinet level to advocate, represent and provide global leadership.

I consider the arts are and should continue to be a major portion of education for the citizens starting as young as 1 1/2-2 yrs. of age."
