How does your forthcoming book with former Afghan Finance minister Ashraf Ghani propose to improve the foreign-aid process?
Our book argues [for] several changes: greater focus on transparency and accountability in management of aid projects, greater investment in training leaders and managers in countries coming out of conflict and designing what we call "National Programs," programs that are based on principles with clear criteria for who gets what and where in the host country. Instead of each donor country managing thousands of small disparate projects that cause nightmares of coordination to manage, National Programs ensure that coordination mechanisms are built in right from the start.
