News flash: MADONNA is seeing a shrink. socially, that is. He's Dr. Tim Willocks, a 37-year-old British psychiatrist who treats jailed drug addicts and writes novels in his spare time. He's also an eye-catcher: artist Julian Schnabel approached the red-maned, porcelain-skinned Willocks at breakfast in New York a few years back and pleaded with him to sit for a portrait. Madonna met him last month at a party feting Willocks's lurid prison novel ""Green River Rising,'' and he recently trekked to Spain to visit her while she shot a video from her new hit album ""Bedtime Stories.'' ""It's true,'' Willocks told a reporter. ""We are going out together, and I'm delighted.'' A spokesperson for Her Fickleness, though, plays it down: ""She knows him, they've met, they've seen each other. To say they're seriously dating wouldn't be accurate.'' They probably just talk a lot.
