Vice President Biden Distracted During Obama's Deficit Speech

Vice President Joe Biden zones out during President Obama’s speech on the deficit, as chief of staff William Daley looks poised to seize the phone he’s indiscreetly eyeing. Later, Biden appeared to fall asleep. The occasion marked a change for the White House: normally, it’s trouble when the vice president opens his mouth, not when he closes his eyes.
