Perhaps on the theory that bad press is better than no press at all, Curtis Sliwa, the founder of New York's Guardian Angels and perennial publicity monger, confessed he had made up crime-fighting exploits during the group's early years. Sliwa, who hosts a talk show with his wife, Lisa, on WABC-AM, lied about rescuing robbery and rape victims; he even staged his own kidnapping in 1980. A burst of public sympathy when Sliwa suffered gunshot wounds last spring riddled him with guilt, driving him to confess earlier sins, he claims. But a source familiar with Sliwa thinks he got wind of a New York Times inquiry into the hoaxes and decided to scoop the story himself.
