SNEEZERS AND WHEEZERS, throw down your hankies. The Albuquerque city council last week passed an ordinance against... trees. To help allergy sufferers, they've banned the growing, selling, importing and planting of cypress, mulberry, elm and several kinds of poplar trees after Aug. 1, 1997. Also out: junipers that mature beyond two feet tall; they emit more pollen than low-growers. Penalty for postdeadline planting perps: $500.
