Wednesday morning's shooting comes after 100 people were shot in Chicago over the Fourth of July weekend.
The audit report urged the Justice Department to "carefully reassess" the lack of body cameras and take steps to implement their use.
The Georgia Republican's bill would require the ATF to auction off all confiscated firearms and ammunition.
"As ATF director, if I'm confirmed, I would simply enforce the laws on the books and right now there is no such ban on those guns," Chipman said

Chipman spent 25 years as an ATF agent and currently works as a policy adviser for a group advocating stricter gun laws.

"She became consumed with the Columbine and Oklahoma killings," the Hillsborough County sheriff said.
"If you asked most Americans whether they believe there are standards in place to secure weapons in gun shops, I would suspect most Americans would say yes," Congressman Joe Morelle told Newsweek.
Representative Earl Blumenauer of Oregon introduced a bill to regulate marijuana the same way the government currently regulates alcohol products.
An ATF official said the agency did not believe the suspected theft was terrorism-related.
Donald Trump blamed Hillary Clinton's "animals" for the incident.
