Republican Larry Elder led the field of recall candidates at 27 percent and Democrat Kevin Paffrath came in second at 6 percent, the poll said.
Latino Democrats and Sanders supporters argue Newsom would be in a stronger position if he tapped into the approach Sanders took to win California in the 2020 Democratic primary.
The vice president will instead return to Washington, D.C. after the conclusion of her Southeast Asia trip, a spokesperson for her office said.
Democrat Kevin Paffrath and Republicans John Cox, Kevin Faulconer and Kevin Kiley are expected to appear at the Wednesday evening debate.

With questions swirling over the strength of Newsom's recall campaign, the fact that every voter in a deep blue state gets a ballot mailed to them may save him in the end.
The former California congressman ended his campaign last week after suffering a heart attack.
The California Democratic Party is encouraging voters to skip the question that asks which recall candidate they would pick to replace Governor Gavin Newsom.

Three GOP candidates are expected to participate in the debate scheduled to take place Thursday evening in San Francisco.

The court order directed Cox to pay almost $100,000 in fees to an agency his campaign worked with during his 2018 bid for California governor.
The California recall ballot will ask voters to pick amongst 46 replacement candidates, a list that does not include Governor Gavin Newsom.

Kevin Paffrath, known by the YouTube username "Meet Kevin," is listed as a financial educator and analyst on the California recall ballot.
