The Department of Health and Human Services is offering grants aimed at reducing harm from substance abuse.
While the official cause of death has not been released, local news outlets have suggested it may have been drug-induced.
Officers also found 40 bags of fentanyl in several classrooms and the school's gymnasium.
The preteen was the youngest individual to die of a fentanyl overdose in Santa Clara County in 2020, local officials said.
The suspect faces a litany of interlinked child abuse, drug possession and drug trafficking charges.
"Beny is a worker, he has that drive. He loves to work," said the public information officer for the California Highway Patrol's Mercer area.
"We want to do everything we can to keep minors from being discovered on Snapchat by people who may be engaging in illegal or harmful behavior," Snapchat said.
The toddler joins hundreds of other children who have died from drug overdoses in the past few years.

Provisional CDC data shows more than 53,000 Americans died of opioid-related drug overdoses in 2021.
"Drug traffickers are harnessing social media because it is accessible," DEA administrator Anne Milgram warned Sunday.
"It's the drug supply that's killing people, not their addictions," Dr. Sheila Vakharia told Newsweek. "Addiction doesn't have to result in death. It's when you're using a toxic drug supply that this death is more likely."
The three people exposed to the drug were taken to a local hospital and are said to be in stable condition.
Along with the supplies, there was also $1.1 million and weapons discovered throughout the headquarters of Bradley Woolard's operation in the bust.
There were more than 2,060 overdoses in New York City during 2020. The CDC estimated the U.S. had more than 93,000 overdoses last year, up 30 percent from 2019.
Representative Elise Stefanik (R-N.Y.) argued that the successful seizure of the highly addictive and deadly opioid was an example of "Biden's Border Crisis."
America saw record-high overdose deaths in the first year of the pandemic, which many experts attribute to isolation, job loss and lack of access to treatment.
Policy changes take time, but there are actions that we can all take today, and it starts with compassion and decreasing the stigma.
Experts say that the pandemic and the increase of fentanyl mixed by drug dealers into other drugs are primary factors in the increase.
The grandmother, who was the legal guardian, left the child with its mother unsupervised for 30 minutes before its death.
Prosecutors allege that Ryan Michael Reavis and others continued to sell the drugs "with full knowledge of the risk of their products."
The woman was freed from custody after Tuesday after posting a $49,500 bond.
Even after the rapper's fatal overdose, the men who supplied him the drugs allegedly continued selling them "with full knowledge of the risk," prosecutors said.
