"They said they had housing for me, but it just didn't seem real. When you're homeless, you become leery and you don't trust people," Veronica Perez said.
The Orange County Board of Education said there was a "lack of a sound medical or scientific basis" for the order requiring face coverings in classrooms.
Republicans will have the option to team up against Gov. Newsom for the debate or try to go at each other for California's recall election.
California voters will decide the Democratic governor's fate during the statewide recall election on September 14.
Democratic registration is nearly twice that of Republicans in the state, but party leaders are worried about Republicans' eagerness to push out Governor Gavin Newsom.
Gavin Newsom announced the incentive as a way to free up energy supplies to meet demand amid the increasing threat of extreme heat events and wildfires.
"If they kick me out, I'm gonna feel good about what we just did, and not ever regret a damn thing," Newsom said.
