ICE is working with the State Department to bring U.S. citizens and permanent residents back to the country amid the COVID-19 pandemic.
ICE said allegations of how detainees were treated during the exchange were "extremely exaggerated."
Five ICE workers at detention facilities have also tested positive for COVID-19.
The roughly 40 people on board the deportation flight have been forced to go into quarantine.
A total of 64 U.S. citizens were on board the return leg of an ICE removal flight on Wednesday.
Rights groups claim some ICE detention centers have not provided detainees with any information about COVID-19, so they may not know the symptoms or how to protect themselves.
An ICE detainee has also tested positive for coronavirus.
Some 13,500 U.S. citizens abroad have sought U.S. assistance in returning home, a senior State Department official has said.
"We're both devastated by this news but also very angry," RAICES has said.
School bus stops are "sensitive locations" that ICE agents are meant to avoid conducting arrests at.
ICE and CBP would be "reformed from top to bottom" under Sen. Elizabeth Warren, said Texas Rep. Joaquin Castro.
ICE Acting Director Matthew Albence branded New York's "Green Light Law" as "irresponsible, unnecessary and downright dangerous."
"This is not just an attack against me, but also an attack against the entire Latino community in the United States," said Erick Diaz Cruz.
"If the immigrant community feels less safe and afraid…witnesses [are] less likely to come forward," said California Rep. Mike Thompson.
"Records that have been created from, for example, the beginning of the Trump administration, are now perhaps in great danger of being destroyed," said ACLU Senior Staff Attorney Eunice Cho.
Ice volcanoes are a common sight on the north shore of Lake Superior during the winter months. They require a combination of high surf, cool temperatures and ice.
Santa Ana Police Department and Orange County Sheriff's Department told local news it would not support or participate in ICE enforcement of immigration laws.
"If you are silent when people are getting shot in broad daylight, the future is hopeless," said New York State Sen. Zellnor Myrie.
"The violence that happened is clearly an abuse of power by ICE," said Aaron Herzog, a doctor in New York.
"As sheriff, you should have a little professional courtesy and contact the sheriff when you have an operation so we can either be a part of it or at least have acknowledgment of it," Grimes County Sheriff Don Sowell said.
