City council members who voted to cut the police budget have accused officers of becoming non-responsive to calls from their districts to punish them.
"We are collectively committed to establishing a permanent memorial at the intersection, preserving the artwork, and making the area an enduring space for racial healing," a joint statement from Minneapolis Mayor Jacob Frey and two city council members from last week said.
"What transpired yesterday does not bring us closer to safety," Minneapolis Mayor Jacob Frey said. "It does not bring us closer to advancing racial justice in the way we all want."
Governor Tim Walz said, "I don't think the mayor knew what he was asking for," after Minneapolis Mayor Jacob Frey said his requests for the National Guard weren't taken seriously by the governor.
The unidentified man appears to be significantly older than most demonstrators, with gray hair.
In an interview with a local CBS affiliate, Mayor Jacob Frey said that the order was not to allow the neighborhood to get overrun.
"You're a tough guy? A tough guy, huh?" the white police officer can be heard saying in a video of the incident.
The president and the Minneapolis mayor have been embroiled in a Twitter spat ahead of the rally being held in the city on Thursday.
