Opponents of the Supreme Court's travel ban decision have suggested the verdict would have been different had Merrick Garland been confirmed as a judge in 2016.
"Survivors who have bravely come forward to share their stories have brought to light just how widespread harassment and discrimination continue to be throughout Capitol Hill," the letter said.
