The video was captured by a camera strapped on the back of a great white shark, a species that can be found in surface- and deep-waters in all major oceans and has a lifespan of 70 years or more.
Jamie Hall said the shark bite occurred at a spot known as Nightcliff Jetty while he was fishing with friends on Saturday afternoon.
The victim was reportedly shaken,but unharmed. "She screamed so loud," a witness said. "I paddled over to her slowly and made her come toward me."
Blue sharks are considered "near threatened" globally, though there is no limit on catching them in the United Kingdom.
"I hope you enjoy your moment of glory," wrote one commenter, "and I hope for your sake karma doesn't come bite you hard the next time your out fishing for sharks."
"At first there was like two sharks and then there was a whole swarm of fish," Russell said, describing the moment that multiple sharks swarmed into the area and attacked.
"I have seen numerous sharks at Werri using drones, but this is the first time I have been able to warn anyone with the speaker system," said operator Christopher Joye, who released the footage online.
A passenger can be heard screaming "oh my God!" as body parts are seen flipping in the water.
"I was about 75 per cent sure I wasn't going to make it back to the boat," the fisherman said.
"Immediately there was blood everywhere, the first bite punctured an artery," James White said.
"There is a plethora of food around this guy, but for some reason he felt the urge to take a plunge into the water and snag a shark," said Rebecca Stout, who filmed the Ocean City incident.
The shark bit a large chunk out of the surfer's board as he hit the waves during sunset, forcing him to swim to shore to safety.
The surfer said it was the "craziest thing to have happened to me in my life."
"We saw some more splashing of water, and then the blood started spreading out more," said a witness.
A fellow passenger captured the incredible moment the shark leaped at their boat.
The animals have been spotted in several Californian bays in recent weeks.
"That's an immense amount of power you need to take a bite out of another shark like that," a shark expert commented.
NOAA scientists witnessed the event while searching for World War Two shipwreck the Bloody Marsh.
"What we have on this video is a shark that's clearly alive, a shark that's clearly affected by the shooting, affected by the shots that were fired into its body," an attorney not involved in the case said.
"Definitely too close of an encounter for my liking!" the father said.
