NOAA Meteorologist Allegedly Forcibly Played with Teenage Boy's Toes, Charged with Sexual Misconduct

A federal employee for the National Oceanic and Atmospheric Administration (NOAA) allegedly inappropriately touched a 13-year-old boy's feet in a bedroom dubbed his "room of pain," according to the Maryland Montgomery County Police Department.

David Soroka, 53, is facing a number of sexual misconduct charges, according to court documents obtained by WJLA. Soroka, who is from Rockville, Maryland, befriended a teenage boy last year, investigators told WJLA. Soroka became a mentor to the teenager and would pick him up from school, buy him meals, and have "play dates" at his home, according to the court documents.

The 53-year-old allegedly took the teenager into an empty bedroom in his home, which he called the "room of pain," according to WJLA. In the court documents, investigators claim Soroka had the teen sit in a chair barefoot and then laid on the floor to smell his feet and toes. Soroka allegedly then began to touch boy's feet, WJLA reported.

"Mr. Soroka would act like he did not want to do this, but he would tell the victim if he did not let him smell, lick and suck on his feet, he would not get a treat afterwards," detectives wrote in the court document.

The boy allegedly texted Soroka and told him the game they played made him feel "uncomfortable," according to the court documents obtained by WJLA. Soroka reportedly went to the victim's home to apologize and confessed to sucking on the 13-year-old's toes. The 53-year-old also admitted to a neighborhood friend that, "[The victim] and I ended up, what I think, doing something immature and inappropriate," in mid-August, according to WJLA. He was arrested two weeks later.

The teen told investigators Soroka and he went into the "room of pain" approximately ten times between July 2017 and July 2018, WJLA reported. He was told to keep their meetings a secret, according to the court documents.

Soroka is a meteorologist at NOAA and has been working at the agency for about 13 years. In a statement to Newsweek, a spokesperson from NOAA confirmed that Soroka was placed on administrative leave.

"NOAA does not discuss details of ongoing personnel matters, but I can confirm that the employee was placed on administrative leave," a spokesperson from NOAA wrote.

Soroka was bonded out of jail on the same day he was arrested, WJLA reported. His bond conditions include staying away from minors, including the alleged victim, according to the court documents obtained by WJLA.

In August, a senior adviser for the United Nations Entity for Gender Equality and the Empowerment of Women was under investigation for sexual misconduct. At least eight men came forward and said Ravi Karkara, used his position of power to sexually harass them.
