Manila, Philippines—A view from inside a hidden room shows where people were secretly held behind the Drug Enforcement Unit of the Manila Police Department's Police Station 1 in the Tondo area of the capital. On April 27, human rights workers found a dozen people stuffed inside this dark, closet-sized jail cell behind a bookshelf in the police station. President Rodrigo Duterte was elected in June on a promise to crack down on drugs, and almost 9,000 people said to have ties to drugs have been killed by police and vigilantes since he took office.
